City Government
The City of Pflugerville was originally incorporated in1965 and adopted a home rule charter in November of 1993. The provisions in this charter were set forth to provide for the future progress of the City, establish and maintain a system of self- government based on sound fiscal and operational methods, to ensure equal protection and treatment of all persons and to secure fully the benefits of our location and environment. The City’s home rule charter provides for the City be governed by a City Council-Manager form of government, consisting of a Mayor and Council members, elected by the people and responsible to the people. It also provides for a City Manager, appointed by and responsible to the Council for proper administration of the City. Subject only to the limitations imposed by the state constitution, applicable state statutes, and the City’s home rule charter, all powers of the City are vested in the elected Mayor and Council members, who have the responsibilities to enact local legislation, adopt budgets, and determine policies. All powers of the City’s government are to be exercised as prescribed by the City’s home rule charter or, if not prescribed, as set out by the ordinances adopted in accordance with the City’s home rule charter. | | While the City Council of Pflugerville is the governing body of the municipality, several boards, commissions, and committees have been appointed by the City Council to carry out the goals and directives of the citizens and the council.
